Stuck on E12 Pin 26 and II3 #9

Stuck on E12 Pin 26 and II3 #9
Receiving vehicle is a 95 4runner AT 3.0 receiving a 97 3.4 4runner AT with97 t100 ECU.
E12 comes from ECU to junction connector with 4 wires one being to II3 #9 from the JC. from there it goes to supply side of ADD select sw.
from there it goes to grnd side of ADD control relay and II3#17 which I tied to IH1#18
