mystery bolt/adjuster

mystery bolt/adjuster
anyone have any idea what this bolt/adjuster is for... i found it cought in my rock guard and for the life of me i dont remember where it goes or came from...?
its from an 88 4runner 3vze.

That is from a tensioner pulley. The adjuster bolt goes through the threaded hole. That bolt goes through a bracket from the back, and the pulley slides on, and the lock nut goes on the bolt.
I could not tell you which one on your engine, but it should be obvious, what belt is missing?
