1984 ttoyota sr5, carb issues

Hello, me and my dad just picked up a 1984 sr5. It runs real good, but it sounds like it has a rev limiter and wont go past 4000 Rpms and when driving it feels like it starts kinda locking up when you press on the gas all the way. Its a 20r and the Guy who owned the truck said he had rebuilt the Carb, and he had thought it had went bad, is that possible? And the fuel pump is an electric, I'm not sure what is causing this, would a mechanical fuel pump be good? But I see no inlet for any, so please help, and thanks in advance, I appreciate it! When driving you cant get past 2000rpms.

if it were governed the mechanism would be either behind the gas pedal or on the linkage itself. does it wind past 2 grand in neutral? have you tried revving it manually by the linkage under the Hood?
