Trimmed fenders

Trimmed fenders
The guy I purchased my 93 22RE 4x4 DLX from had cut the fenders. About 1-1.5 inches I'm guesstimating. He said the owner before him had wanted to put on fender flares and they needed to be cut to have the flares put on. Then he sold the truck.
Was this guy BSing me? All the bushwacker I find don't need the body cut in order to install. Was this guy just cheap about running bigger tires or are there options out there for me without buying a new bed and quarterpanels?
