Backfiring from Carb

After my truck went under water...
I got it all flushed, starter working. I am in the process of getting it to start, so I can continue flushing and all of the rest..

New plugs and dizzy is dry and looks nice and clean.

Turn key:

Crank, crank, crank, crank - Pop (like a hiss pop), smoke from carb each time (about 5 seconds of cranking).

It does not do it when the plugs are not in, and when the plugs are in, with no spark cable attached.

Smoke is from right side (when in front of bonnet).

Seems like it is backfiring via the carb.

How could timing or valves be checked?

Best thing to do is get the Toyota factory service manual for that engine and year. From there, it will tell you the procedure to check timing.

Usually eBay's the way to purchase the service manuals of that era. The other option is a Haynes or Chilton's repair manual.

Regarding the valves, without having to remove the head to visually check the valves, you could do a compression test or a leak-down test. Those two tests will tell you the sealing ability of the combustion chambers.
