90 SR5 fuel filter nuts

90 SR5 fuel filter nuts
Trying to replace fuel filter and cant seem to loosen the nuts. Tried WD40 and cant even get them to start to turn. This is my day to day vehicle and worried I will break a line or strip the nut. Didn't have any luck with vice grips either. Any suggestions?
