Front fender body seam

Hello,
I took my 1985 4runner to a body shop to trim the rear fenders. while they had it they were going to do some work on the front wheel openings as well. While I had the front fenders off I noticed several cracks on the inner fender from years of heavy rock crawling use. They were going to weld those up.

Here is my problem though...... For more tire clearance at the front, he said he would heat up the body seam at the rear of the front wheel opening and hammer it down flat. When I went to pick it up, it turns out he cut the body seam off instead. He claims he left about 3/16" of seam and hammered it down flat. I can't see what was done because it is all covered in seam sealer. My concern is that if he cut most of that seam out then the spot welds that held it together are gone and I'm going to have trouble with this area coming apart. Are my worries justified? or can this seam be cut out with no problems. Again, he claims he left about 3/16" and hammered it down?????
