PCV valve on only 1 valve cover (3vze)??

PCV valve on only 1 valve cover (3vze)??

I've checked the fsm, and checked with the parts guys at the dealer, and it seems like there's only one pcv valve on the passenger side bank that connects to the back side of the throttle body. There is a vent on the other valve cover (drivers side) as well, but can someone explain to me as to why that one does not have a pcv valve? There's only a tube connecting the vent from the valve cover to the hose that connects up to the throttle body? Isn't this going to suck oil and oil vapor?

Only asking as I was checking stuff, and looked into the far side of my throttle body with a flashlight, and there's all this dark brown oily film/dirt in there.
