Cluster/Speedo issue in 1997 3.4 4x4 Taco

I searched and haven't found a decent answer to my issue. I've got a 97 Taco that had intermittant speedo issues. Now the speedo in the cluster actually reads less than zero i.e. the needle is at like 7 o'clock to the guage. I'v been told I may need to replace the cluster in order to fix it at this point, that something must have gotten screwed up in the cluster somehow. I have a speedsensor error and I think the speedo cable is bound, as it very occasionally will turn the odometer, but this seems to only happen every few months.

Any ideas or advice is greatly appreciated.
