3.0 v6 wont idle down

i have a 89 4runner with the v6 in it. it runs good, drives fine but when its first started up it idles very high, about 1500 rpms. even after driving it and being warmed up still idles a little over 1000. it has some rinky dink cold air intake on it, and the idle set screw is backed all the way out as far as it will go. the intake consists of a tube off the intake, all the vacum hoses and then to the sensor box thing and then a cone air filter attached to it. i can take the filter off with it running, and put my hand over it to restrict the air and it will idle down then. should i just put a stock air box on it or is there another way to fix this problem? one that is reletively cheap?

its not the air filter. check for leaks in the intake tube, then lube the throttle linkedge and make sure it moves free and clear, see what you come up with and let us know so we can continue to help.
