dashpot repair for 3.4L?

the dashpot on my 5vz-fe seems to have lost its top at some point.

A new one from toyota runs about $40-$50, but Im wondering if the original can be repaired?
Im guessing id have to rig some sort of top & stick it on, but what should go inside? oil of some kind, a filler of some sort, or just an empty air pocket?
are there any other components that are missing, or is it just the cap thats gone?

Ive read about some members running fine without it, but Id still like to just 'get it back to stock' with a functional dashpot (plus, its supposedly required for CA smog, right?)

Toyota doesn't sell the parts individually. I'd just buy a junkyard unit and clean it.

It's on the throttle body and prevents the throttle valve from slamming shut when you let off the gas.
