Lookin at the next new truck. need ideas on pricing and other things

Alright so looking at the next truck and went with a 4runner. one i found near hear but unsure about pricing and all that. needed some suggestions and places i could look at for some parts.

so the truck has already had some upgrades done to it but not sure how well they've been done. the owner says that its got 31 inch tall tires, i think a 2 or 3 inch lift. (dont know if it was body or suspension.) the head has been milled some, new timing stuff (dont know if he put it the metal guides or the crappy stock ones), also has a k&n air filter, also the front bumper has been replaced with a brush guard.

now for the down sides. something goin on with the back window thats messed up, the rear bumper is gone, some rust issues here and there, the passenger side window is also broken, and also hasnt given up how many miles it has on it. (probably 150,000+)

I can fix the windows, and anything with the engine, just need help with with pricing and finding better front and rear bumpers.

the guy was asking $1500 for it now he brought it up to $2800.

any ideas on what i should do?

by the way its an 86 and i dont think its an sr5

Wouldnt pay over $1200 for it, and thats if the rust is very minimal and everything else was good. Most likely has lots of issues.
