Steering wheel shakes around 45mph

I have a 90 Toyota Pickup 4x4 and the steering wheel seems to shake around 45mph. Its fine under that speed and over that speed, so not sure if it could be a wheel bearing. I have had 2 sets of tires on the vehicle and it has done it with both sets. The tires on there now are basically brand new. I haven't tried rotating them yet to see if that makes any difference. Any other ideas? Thanks
