Left rear brake locking up

I am working on my father in laws 1983 Toyota 2wd long bed doing some odd and end things to it. First off, the truck has a 22R motor with only 120k miles. He drove the truck 400 miles between state inspections. I checked the rear brakes, and the shoes were fine. I drove the truck about 12 miles and the left rear wheel locked up when I stopped to get it inspected. I backed the shoes all the way out and drove it home. Pulled the wheels, wheel cyl. was leaking a little bit, so I put new shoes and wheel cyls. on it. I drove the truck around a few times, 3-5 miles, and it did fine. Went to take it back to him and after about 20 mins of driving, I could smell the brakes and the truck was losing power, the brakes were locking up again. The brake pedal was hard as a rock.

Could the proportioning valve be causing me this headache?

I know his worst problem is this truck sitting. The body is about rusted off of it, so it wouldn't suprise me that other things are rusting also.

Any help here would be great.

I signed up for this site looking to get help from "Yota" professionals.

Thanks

did you use the emergancy brake at all ?

the leavers on the rear backing plates have a real tendancy to sieze

The e-brake had been used maybe earlier, but the brakes did this while going down the road, about 15 miles or so. I'm pretty good with a wrench, but this is driving me nuts. What makes the brake apply while driving? Any help would be greatly appreciated.

Master cylinder isn't releasing...probably needs to be replaced.
