weber 32/36 flooding?

so i got an 86 22r, rebuilt, new timing chain, header, all the good stuff. I got a weber 32/36 to add to the rebuild, and i can get it to start, but thats as far i go. i got the timing close enough to sart and run smooth, but the carb wont throttle up. i dont have a regulator yet, and there are no smog pipes or egr anymore....it almost sounds like its flooding out, or being choked out. im pretty good with carbs but this one is throwing me for loop. anyone else come across this or heard of it.

Mine did the same thing when I installed the weber. It turned out to be the part where you connect your throttle cable to the back of the weber. It was on too tight and I had to loosen it up. Some pictures might help too

ill try and get some pictures. everything seems to move freely. i did have to loosen it so it would move. it seems to do it when you push the pedal down it'll pop and blow a flame out of the carb, thats when the engine dies, but it'll start right back up

Backfire is probably lean, or timing too far advanced.
Is it a new or used carb?
