88 4runner license plate lights

Need help. 88 4runner sr5, just got 10 days ago. license plate lights were duct taped on, took off the tape and can't see where they were originally attached. only 1 works anyway. want to replace them(very bad looking) but feel like a part might be missing. any clues?

I know it's 7 months later.....but, I never updated what I did to fix this problem.

Could not find direct replacement lamps so I went to Advance Auto and bought two $3 utility lights........when I took the assembly (part with the Toyota name on it) off, the 2 old lights were just about dissintegrated.

2 utility lights, wired in, silicone goo to weather-proof the wires, epoxied them to hold in place and this is what I ended up with......pretty good if I must say so myself.

does it qualify as a cheap mod?
