Its fine. I run the SS magnaflow universal cat. Cost me $130 up here
A catalytic converter won't really change the sound unless your oem is plugged up... The muffler will change the sound the most..

Being that you're in NY, can't say much.
Us out here in California have a requirement that after 1-1-2009, any aftermarket converter MUST have the exemption order (E.O.) stamped in such a way that it can be CLEARLY read from 5 feet away. Some of our smog shops are taking it so far as to say that even if your vehicle passes smog, if the converter currently installed on the vehicle isn't marked as the law REQUIRES (even if it was installed before the law came in to effect) that the converter must be replaced in order to be compliant with the new law.
Yep, they are applying the law retroactively: making things you did before the law came into effect "illegal" and holding you accountable for what you did before, when it was legal, and charging you as if it was illegal.

So you can't just have high NOx and a failing gas cap vent... you don't get to the gas cap vent unless you pass NOx.
Once you fail a test, you fail. Fix the fail and then re-test from the beginning.
On the up side... the charcoal canister purge VSV was non-existant on the 91 and the tech knew it, but passed the visual because I routed the vacuum lines properly to purge the canister regardless- instead of blocking them, I made it a continuous process. Some people block lines... I prefer to make them do what they're supposed to even when they're not supposed to.
