I am baffled! 22re content

So after taking my brothers 86 4Runner on a 400 mile road trip it strands me at work. When I start it the car runs for a second and then dies. It smells like fuel almost like the engine is getting flooded. Here's what I've done so far
Verified all the fuses are fine
Changed the fuel pump
Replaced the main efi relay
Checked the circuit opening relay to make sure thats working.
The check engine light has come on and is showing a code 11. I'm really running out of patience with this thing. So if anyone has any input on where to go from here I would love to hear it.

Fuel pump should run only when triggered by the AFM - check 4crawlers page for a way to by-pass.

What is code 11?

Need to sync up / adjust your TPS. Verify spark.

fuel pump should run for a few seconds when the key is turned on to pre-charge the fuel rail and the shuts off. then the afm turns the pump on once air starts flowing through it when the engine starts.

I'd guess with the code 11 that the throttle position sensor has gone south and is causing the ecu to inject too much fuel
