Cool 1995 22rec Scan says "repair Rich"

1995 Pickup,4wd,2.4l New engine, injectors, egr, cat converter, cold start switch, all under 3000 miles. When you first start it up and go,there is no power,Get on the interstate and it wont go over 65mph.Snap on scan tool says "repair rich".I've tried new mass air flow, fuel filter, tune up,timing, cleaned the distributor, everything no change.Sometime when you start it up it runs like a scalded cat.ANy Ideas?

Checked the timing, new fuel preesure regulator, new o2 sensor. It feels like its starving for fuel, but i have good fuel pressure.Like today sluggish as all get out, this aftenoon,it runs great.A little hard to start some times.Installed a new cold start injector, and switch.

When you set the timing, did the idle speed change when inserting the jumper in the diag plug? I ask because some of the symptoms sound like improper timing.
