Nothing major wrong, its just condensation mixed with oil, builds up at the filler cap and dipstick usually, It can be caused by cylinder blow by, valve stem seals or just not driving it long distances.

Is it just on the cap or does the oil itself look different as well? My Ex's car had that build up on the bottom of her oil cap leading up to the HG blowing.

Maybe its different from carb'd to EFI'd engines, I don't know.
