fuel filter ?
Where is the fuel filter located on a 88 3.0 ? My Hayes manual talks about how to change but does not show where it is.

It's bolted to the inside of the frame rail just under the passenger seat on my '93 4Runner with the 3.0.

passenger side framerail use a crow's foot wrench and 3/8ths extension to get a wrench on the fuel lines.
Why do you want to change it?
Quote from Toyota: "We only change that when we change the engine."

changing a fuel filter is eiser then changing/cleaning your injectors
Toyota's "lifetime" filter is bs, I would change it every 100k.
