Rear axle locks up.

Rear axle locks up.
So when im braking once i get to about 5 mph i can feel my rear tires lock up. Then starting out it is hard but if i force it they will break free again. At first i was thinking brakes where getting caught some how but now im thinking with the popping noise that happens at the same time it may be something internal. Gears or inner axle? any ideas?
probly tear into it tommorow
93 toyota V6 rear with 5.29 gears and ARB locker... otherwise stock rear axle.
