93 Truck - constant one power to radio

93 Truck - constant one power to radio
I purchased a used OEM radio/cassette player for my truck. Plugged it up and it didn't work.
I checked the pins with a circuit tester. The Blue/Yellow power (constant on power) is not powered. The Gray (switched-on power) works. Does the stock radio need the Blue/Yellow power (constant on power) in order to run?
I want to be sure that it is not the Truck that is causing the problem.
