cam shaft positioning after 3.0L hg job
Ok, re-installing timing belt, and am puting my camshaft pulleys back on. the first step to doing this (all according to FSM) is to
"allign match holes on camshaft with marks from timing belt cover",
which in picture in fsm shows the two holes on the cams at the very top of their cycle. when i moved my first cam by putting the bolt into the cam (without the pulley) and moved it one cam notch, it stopped with the camhole exactly where it should be according to fsm, perfectly alligned with corresponding mark on the timing belt cover.
However, when I adjusted my pass side cam to attempt to do the same thing, it did not stop at the top or the cycle. I could make it stop at the top of the cycle, but it was between spots where it would sit with all the valves being closed.
So I guess what I'm asking is, which I kind of just figured out right now in trying to explain this, is should some of my valves be open when setting my cams to proper position for Top dead centre? any help greatly appreciated.

x2. There should NOT be a point in your engine at TDC where ALL valves are closed.
Just align the cams with the marks on the timing cover backing, and all is good.
