Microphone problem

Microphone problem
Yesterday, I tried out the microphone for the first time because ny wife wanted to talk to her friends online. Could not get it to work so today I went out and bought a new mic. I still cannot get it to work. I tried the sound recording test, nothing. Tried Yahoos sound test and it said that the sound recording is being used on another program.
I have no clues how to find out which program it is running on. I have windows 98 SE and running outlook express 6.0 if the helps. Please help, I would hate to have to take it in and have it be something simple.

Corey not sure if this is what you are talking about, computer novice here, but according to my computer, i have
1. Wave device for voice modem
2. Yamaha DS-XG Legacy Sound System
Wish I could send you a pic, but don't know how to do that. LOL, I am such an idiot when it comes to computers.

I can explain the Win XP way to check if the recording volume is muted. This would be a good start. It will just be a little different for 98.
Start, control panel, sound and audio devices, voice tab. The in the sound recording sections click the voume button. Make sure microphone is selected and turned up about halfway.
