99' 3rd Gen T4R front frame horn question

99' 3rd Gen T4R front frame horn question
Rig is a 99' with "fat lip" bumper removed. Question, are the stock front frame mounts/horns (the plates the stock front impact bar attaches to with 3 bolts) strong enough for tow hooks, shackles or any other recovery attachment point? Thanks guys!
