Rare 3rd Gen 1996 2.7L 4runner with broken LSPV / missing parts

So a couple years back, a close friend of mine convinced me to buy a 4runner that had to pass a VI in order to get insured.
I tinkered/fixed most of the issues except for the damn LSPV in the back.
I searched car-parts, wreckers, ebay etc. and I couldn't find a replacement part anywhere!

I've talked to some mechanics and they've suggested that I simply replace it with a tee and hope it passes that way...
(BTW I do understand the risk of rear brake lockup without a proportioning valve)

Anyone have ideas on what I could do?
Could I possibly use the previous generation LSPV instead?

I'd T it, never seen a 4runner with a proportioning valve for weight since it doesn't have a box to load up. I see no risks especially on a 4R 4 cylinder since all other 4R's don't have it, they are drum brakes and can only brake so much, what 25-30% rear braking on these things. I realize what LSPV does but is it needed on a 4 cylinder taco or rare 4R 4 cyl ?.. It will pass as it's not on an any other 4R I've seen and can be agued that it never was on this one and who is the guy saying it would need one, nobody. Not sure why you would have rear brake lock up unless something is out of whack in the drum assembly. If you want LSPV can you not find one on a Taco.
