No rear brakes!

Question No rear brakes!

When I bought the 4Runner the previous owner told me the emergency brake did not work so the rear brakes were not adjusting. So I spent some time freeing up everything and lubing it all up...ends up it was just rusty and binding. If I adjust the the rear brakes via the star wheel till I get a slight bit of drag and then pull the emergency brake it works now, the passenger side you can't budge but the drivers side still moves a bit.

My REAL PROBLEM is that I have NO rear brakes at all, stepping on the pedal does nothing. Could it be the proportioning arm that runs from the passenger side frame over to the rear axle? It was bound up as well and I then went to remove the bolt to free it up but it snapped....moved the arm but still no rear brakes. :wtf:

Any suggestions?

did you have rear brakes before you tried to fix the parking brake?
