New thread old problem

2000 4Runner limited, automatic 4WD. 4 WD indicator (4 green lights with orange dot) keeps flashing regardless of 4WD status. vacuum to the solenoids above driver side wheel well. vacuum constant on one solenoid, no vacuum on the other. I am thinking that whatever controls the solenoids is not telling them to switch. Any help?

You have some testing ahead of you. Usually it’s one of the position sensors either on the front diff if the transfer case.

Read this for A LOT of info:

I already looked at all those posts but thanks. The only things I found odd so far is that there is power to both solenoids above the wheel well all the time and one solenoid has vacuum on the opposite side and the other does not. I figured I would start there

That says you have TWO problems. 1) There should only be power to one of the two VSVs. 2) If a VSV has power, it should pass vacuum.
