4runner steering

I just bought a 96 Toyota 4runner that had 33s on it. When at idel the steering is realy hard to turn unless you give it more gas or get the tires moving. Could this mean it needs a new power steering pump or rack and pinion? My 99 Tacoma didn't have this problem. Also the 4runner has 31 tires on it.

It could be something as simple as underinflated tires. Low tire pressures will make it hard to turn.

Check 'em.

Is the pump whining?
Is the fluid new, old, or burnt?

Tires aren't low. The fluid is old.

I will give it a shot and replace the fluid and see if it makes a difference.
