'03 Rear Seat Belt Anchor Mixup?

Take a look at the picture link below:

Seems to me that the seatbelt anchor that is rigid should be on the right side since it is for the rear passenger right behind the driver, and the seatbelt anchor that is attached with just the belt should be on the left side since it is intended for the rear middle passenger.
It is somewhat of a pain moving the dangling seatbelt anchor over and around the rigid one when putting the seat bottom back in position.
Is it just me, or did Toyota inadvertently swap the positions of these two seatbelt anchors?

. The middle seat one is design to cross over the other one, that's why they look funny. My '98 and '03 are the same.
