Overcharging Problem

I have a '84 carbed truck. At 2000 rpm's it puts out 18.5 vdc at the battery and 18.7 at the alt. Put in new red top Optima battery, new alt (L shaped black plug style), new regulator (5 wire oval plug, IC) and a new charge lamp relay. Still overcharged. I returned everthing but battery and got new stuff and took a new battery out of a good charging truck and installed them. Still overcharging. Then I did a continuity test on the wires to and from alt. and reg. and battery everything fine. Go out to the truck to work on it tonight and the battery is dead. I checked to see if I left anything on. Nothing. Any ideas besides going to a GM or Honda charging system.

so it was overcharging BEFORE you put the new parts in too, or just after?
