81 will not shut off when ignition switched off

Ok got an electrical issue I hope you guys can help me out with.
Over the past few years my truck would intermittently not shut off when the ignition was shut off with the key. Now it never shuts down with ignition off. I have to step on the brakes and slowly let the clutch out. Obviously not ideal or safe.

I have traced wires (look fine), checked grounds, and replaced the switch in the column. No luck. Have not replaced solenoid or starter. Starter works fine, not sticking etc.

Any suggestions? 1981 Toyota with L52, 22r

Does the battery discharge when the key is off after shutting down with the clutch??

Nope. Truck has sat for a few weeks before and started right up after using the clutch shutdown method.

Does the ignitor/coil still have 12v to it once key is turned off? or is it "dieseling"

With key turned off it continues to run like normal, no sputtering like it is dieseling, so yes it still has power to coil based on that observation. Haven't measured power.

Sounds as if a power source (Relay or relays??) is improperly holding in until the alternator stops producing power.
