what's the best tool for this small job

i am going to have to cut my dash to add a couple of switches for my front and rear lights. i don't want to botch it and would like a nice clean cut done. behind the dash there is a plastic frame that looks to be made of ABS or similar and I will most likely need to cut through that as well. what would you all recommend for this?

Best bet is to use switches where you drill a hole rather than cut out a rectangle.

I have had good luck with a sharp exacto knife, a file and a few hours however.
