Do you mean a 22R-E?
But in general, If the block is the same (in this case, "R"), then yes, the trans should fit.

What transmission are you trying to mate this to?
Been a long time since I worked on a 21R. I don't think I ever worked on a 21R-U, those were Japanese market only. These were in the late 70-early-80s Celica and Corona. I don't know if the bolt pattern for the transmission bell are the same. If you have both in hand take some measurements of bolt pattern and mating flanges. If they are not the same, but generally close, you might be able to make it work with some mods at a minimum.
