If your 92 4Runner 3.0 is having trouble maintaining a steady 15 mph on the dyno, constantly "downshifting" according to the smog technician, the most likely culprits are issues with your transmission, throttle body, or potentially a faulty TPS (Throttle Position Sensor), which could be causing the engine to not receive the correct signal to maintain a steady power output at low speeds.

Low transmission fluid: Check the transmission fluid level and ensure it's within the proper range. Low fluid can cause shifting issues at low speeds.

Worn transmission components: Worn clutch plates, low-pressure seals, or worn out bands could lead to slippage, causing the engine to "downshift" to maintain speed.

Faulty transmission control module (TCM): If your 4Runner has a TCM, a malfunction could lead to erratic shifting behavior.
