new 22r and new carb rough idle when cold help!!!

Hello new to this site and looking for some help.
I have a rebuild 22r and a new aisn carb. The truck is idling very rough until it warms up, then seems to struggle sometimes with power in 4th and 5th gear. Regardless if the truck is cold or warmed up if i hold the engine at around 2000 rpms (im assuming i dont have a tach) it will bog for about a second then come back to life and then bog again and repeats this cycle until i adjust the throttle up or down.
i have pulled the vacuum line at the aap and there was no fuel so i assume since its a new carb that shouldnt be an issue. One more thing to note since ive installed this new motor the stock temp gauge is no longer working. I have the temp sensor plugged in and all the vacuum lines hooked up just like the previous engine and still getting a rough idle/ loss of power. No dash lights are on indicating any issues.

Yes I set the valves a few hundred miles ago. guess I can recheck them just to be sure there still right

Ok I readjusted the valves and the truck is running much better but still bogs in neutral around 2000 rpm.
