I was using the lovely search function on YotaTech to come up with the answer yesterday, and came up with a bunch of maybes and shoulds. Well I think this should finally be settled.
Yes a 92-95 Toyota 4Runner Bumper will fit onto a 91-95 4runner. Lights and everything.
Now, everything lined up pretty well on the mounts and everything, but just underneath the lights, there is a little bit of a gap. On the 90-91 bumper it pushes out and fills the gap, but on the 92-95 bumper it actually comes in.
It is barely noticeable as you can see in my pictures, but i will most likely be welding in a piece to fill in the gap, and then grinding and bondoing it to make it smooth. The piece will also make a little bit of a lip to fill the vertical gap also, as it does on the original 91 bumper.
I'm guessing on the 92-95 there's a gap for clearance and will most likely have to cut it out with a die grinder which should be easy enough.

As you can see there is a little bit of gap under headlights on the top and sides of the bumper. One more
