What causes a surging idle at 2rpm?

What causes a surging idle at 2rpm?

When I hold the gas at 2rpm it surges. It does it after its cranked for about a minute or so. It's a 93 22re. I thought it might have been from a vacuum line that the po plugged but I have another post about why the po did that and some said there's is also plugged. Any thoughts?

engine cold or warm when surging? There is a ton of topics about surging idle. Need more info. Mine did the same once at operating temps. Found it was a clogged idle air control valve.

Burping the coolant system will cut down on the surging. Raise the front end up high and let it idle with the radiator cap off for 4 or 5 cycles of the thermostat to get the air out of the system.
