I'm getting ready for a trans swap and while looking at my pedal setup on 86 runner. I noticed this in the spot of the clutch pedal. What is it?

 

I believe that is your "buzzer", since it's an 86. Newer models have it in the integration relay on the backside of the fuse box. If you have a loud buzzing noise when the door is open with keys in or when your lights are on, that's what makes the noise. If you want to silence it, you can take it out and bend away the "clapper".
