how does everyone get that goopy tar stuff off of the surface in preparation to put down herculiner..

What goopy tar stuff? I have used a variety of things on goopy tar stuff: xylol, xylene, ppg acryliclean, or paint thinner.

I couldn't sand it all off....so I just put the liner on over it, turned out okay.
