Torsion bar adjusting bolts broken?

Ok I read a thread o how to adjust them and when I turn the main bolt the nut turns with it, does that mean its broken? And the passenger side I go to turn it and the bolts wont budge an if I try to put some muscle into it that spacer just ends up sliping, but I can turn the nut, I dont know whats goin on so any advice would help.

You don't need torsion bars anyways for that solid axle

Its comen soon, just got to sell my bike first
but for now I want to lossen them because it sits higher than the rear and rides like crap, so...

OK I got one to spin but the nut wont budge and the other wont move a bit even with 125 psi on my impact, and when I muscle it , it stats to slip its driven me crazy is there any other way to make them softer or lower, anything? Its annoying
