throttle not returning alll the way (EFI)

throttle is hanging up a little on the return, checked the spring,cable assembly on the side of the throttle body looks good, also hit it with some lubrication. On the bottom side of the throttle cable assembly there is a vacuum actuator look like a vacuum line was missing?

Dash pot.

Manual transmission? That's the dash pot, you are missing the filter which means it might have sucked up some crud

Dash Pot is usually the biggest culprit for not letting it return all the way.

Yes it is manual transmission. give that a try thanks.The line is missing off the dash pod so there is no filter or VTV on it.

That vacuum timing valve is a critical part of the system. It can also be put on backwards, its job is to slow the diaphragm movement when the pedal is released. I forgot which side is which color but it's color coded, the restricted flow goes towards the actuator(?).
