Throttle Body Vaccum Leak

There is an air leak on the throttle body of my friends 1995 3.0. It is where the butterfly valve shaft protrudes from the TB and connects to the springs/cables etc. It looks like there is a plastic washer/seal in that area. Is there a simple and affordable way to fix this? or does he need a new TB? I can post pics if needed
