Exclamation stumbling and dying 3.0

okay guys, heres a tough one for you all...
as my sig says, i have a 90 4Runner with a 5 sp and a 3.0 with the timing retarded down to about 5*... now heres my problem, when i bought the truck the motor was running rough and missing on the #4 cylinder due to a stuck exhaust valve... i would go out in the morning, and let it warm up for about 5 minutes, then on my way to work (usually about 5 miles from my house) it would completely die for just a split second. when it did this, all the dummy lights on the dash would light up as well as the blinkers... Then it would restart again like nothing was wrong and drove like it was new... when i rebuilt the top end, that problem went away, but i now have an even bigger problem...

Now i warm my truck up and drive it all day long and nothing is wrong... it idles around 500-600 RPM because of the retardation, but as soon as i shut off the motor and start it up again (no matter if its after 5 minutes or 50) it idles at around 300 RPM... and now its even started to just flat out die when im sitting at stop lights... its really starting to bother me, and its somewhat emberassing...

so, sorry for the long winded explaination, but i just wanted to give all the info...
any help would be appreciated as this is starting to drive me crazy...

does the idle surge any ?

yes it does... when its first started, it hovers around 500 RPM, but when i shut it off and then back on again, it bounces between 100 and 300 RPM... i sit at lights and wither hold my foot partially on the gas or just keep gently reving it so it wont die...

check the backside of the throttle body plate. Sometimes the backside gets alot of black carbon on it, and i use throttle body spray cleaner and scrub it with an old toothbrush.

on my 22re i had real bad surge and i took off the coolant hose coming from the throttle body and blew air from a airhose through it and fixed it right up. i dealer mechanic said he did this as well.
