Steering system issue

I have a 94 4runner with 3.0 I just got a couple weeks ago. At first the steering pump started to whine when cold then all the time quickly after that. I lost power steering and got additional whine when stepping on brake pedal. Tried a flush, no fix. Got a remanufactured pump and at first no whine when installed. Still no PS and still whine when apply brakes. Did a bleed with front end jacked up and turned wheel back and forth ALOT. Still no fix. Now a constant but quieter whine from pump. Any ideas? Did I ruin PS box?

Are you running PS fluid or Dexron trans fluid?

So after some disassembly I found there was no union seat between air control valve and PS pump. Could this have caused air to keep getting in? The ATF does not seem foamy. Power steering is somewhat intermittent. Got a union seat on the way, had to order from dealership. How would I know it is still a pump issue vs selector valve or gear issue? I've been all over the forum searching for like problems but to no help.
