Hand turned compression test

I just got the timing chain on the sprocket and i was hand spinning the crank around to see how the compression is looking and these are my results:

1- 30psi
2- 60psi
3- 60psi
4- 30psi

Why are the 1st and 4th cylinders showing such a low reading? would bent valves cause that?

UPDATE:

I put air into the cylinders and the exhaust valves on cylinder 1 and 4 are leaking, what a shame, head is coming off now :/

If the valves aren't closed they will leak.
Did you do the leak down on each cylinder when they were on the compression stroke?

your going to have some leakage even on a good head. Thats why you use a calibrated tester( leak down/) and specific methods for testing.
