Another failed smog thread

Well I took 87 4runner in to be smogged and it failed badly. Here are the numbers
15mph
%CO2 15.1
%O2 .1
HC MAX 131
HC MEAS 37
CO% MAX .87
CO% MEAS .02
NO MAX 1085
NO MEAS 1260

25mph
%CO2 15.0
%O2 .2
HC MAX 103
HC MEAS 27
CO% MAX 1.10
CO% MEAS .02
NO MAX 1120
NO MEAS 2350

The smog tech thinks it may be the EGR valve. I have replaced both the cat and O2 sensor less than a year ago. When I got home I checked the vacuum hose on my EGR valve and it was very loose. When I get home from work tonight I am going to replace all my vacuum lines, take off the EGR valve and make sure its clean. I may also run a can of seafoam through my truck. Does that seem like a good plan or is there anything else I should check? I really don't want to waste my free retest. Thanks for any help you guys can give.

Take apart and clean the EGR system.
Run seafoam through your brake booster and hope for the best..

I removed the EGR valve (what a pain in the ass) and cleaned it. I also replaced a bunch of vacuum hoses and ran some seafoam through the moter. Then this morning I took it back for its free retest and it failed the first time. Then the tech ran it a second time and it barly passed. Sometimes I just hate my 4runner but when I am in the mud it puts a smile on my face.
