86 Runner ProblemS

so i have a few problems here....

i just finish building the motor.

had it bored out .50 over. brand new crank, crawler cam from engnbldr. plus his re-build kit.

so the problems i am having are.

1) that the fuel pump is on all the time, it doesnt shut off. i can just turn the key to the on(run) position and it will turn on. and stay on. (i can hear it whine and makes noise, as well as i can hear some noise up by the fuel rail.)

2) the engine ran and stumbled until i got it into the higher rpms.

3) i then got a check engine light, so i jumped the connector and got an 02 sensor code (which is only 2days old, with a total of abt an hour of idleing time on it, no actual driving). so i took it out and it was completly black from running way to rich. so i pulled the plugs and the same thing.

4) so i went and exchanged out my o2 sensor, then my 22re started to back fire and run even worse than it was. so i attempted to move it out of the driveway and out of the way and it ran like total crap,, backfired and everything.

5) could my injectors be bad? what is causing it to run extremely rich? is the fuel pump staying on all the time causing to muc psi in the fuel rail and causing it to foul out plugs and o2 sensor?

any help would be greatly appreciated.

the timing is at 5 degrees with connector jumped, valves are adjusted perfectly

sounds like a timing issue.
