4000 RPM max an hot exhaust

86 4Runner 22RE. Engine stutters at 3900 RPM and will not rev much further. Cat convertor running so hot that the the floor liner has melted. First noticed the sudden decline in performance while offroad in sand dunes(barely made it home). No Fuel to cylinder 1 so I replaced all the fuel injectors and fuel filer. All 4 cylinders running now but still no power past 3900 RPM. I'm thinking one of the following....Clogged convertor, Bad Ignitor, Bad ECU, bad some other hose or electrical connection. Any help is greatly appreciated. Regards, Dave.

Thanks. I am leaning toward the Cat too. Everything is welded but I am going to cut it off tomorrow if I don't have a better plan.

I would say the cat is bad also, theres no way it should get hot enough to melt the floor liner, if its the original cat then its probably bad.
